外交权是国家主权的象征.在近代帝国主义的唆使下,1942年西藏地方政府成立的非法“外交局”,直接损害了中国的外交主权.《十七条协议》签订后,中央人民政府收回西藏地方外交权势在必行.为此,中央人民政府采取了慎重稳妥的办法,分步骤收回西藏地方外交权,在取消了西藏非法外交机构的同时又争取了其工作人员,这是毛泽东思想在西藏工作中成功实践.中央人民政府收回西藏地方非法外交权,既是维护和执行《十七条协议》的重要举措,也是中央人民政府维护国家主权的重大胜利.
