广州市人大常委会自1984年以来,积极行使地方立法职权,已制定法规近40项。其中,规范市场主体和维护市场经济秩序的法规11件;保障对外开放法规2件;促进和保障教、科、文、卫事业发展的法规6件;加强城市管理和环境保护的法规8件;加强社会保障和维护公民合法权益的法规4件。这些法规,为我市经济和社会发展、城市管理提供了法律保障,但法规实施效果并不尽如人意。
Since 1984, Guangzhou Municipal People’s Congress has actively exercised its local legislative powers and has formulated nearly 40 laws and regulations. Among them, there are 11 laws and regulations governing the market and the order of the market economy; 2 laws and regulations on opening to the outside world; 6 laws and regulations on promoting and safeguarding the development of education, science, literature and health; 8 laws and regulations on strengthening urban management and environmental protection; 4 laws and regulations on strengthening social security and safeguarding the legitimate rights and interests of citizens. These laws and regulations provide the legal guarantee for the economic and social development and urban management of our city, but the effect of laws and regulations is not satisfactory.
