After the Soviet Red Army dispatched troops to northeastern China, some of the Japanese troops and their dependents escaped into the vast sea of Changbai Mountain in the northeast. They did not descend until the winter of 1946, which aroused the concern of the Kuomintang, the Communist Party and the Soviet Union. The CPC, which first advanced the Northeast, correctly differentiated the Japanese classes and strata and formulated relevant policies for handling post-war Japan’s military and civilian affairs so as to make full use of Japanese technical personnel and establish and consolidate northeast base areas. The commander of the Northeastern Security Commander of the Kuomintang continually dispatched liaison officers to search for the remnants of the Japanese army in Changbai Mountain area and tried to make use of it.
