墨西哥是唯一和美国接壤的拉美国家,两国有3200多公里的边境线。长期以来,墨美两国在政治、经济、历史、社会等方面既存在明显的差异,又有千丝万缕的联系;一方面,墨西哥反对和谴责美国对它实行的霸权主义和经济掠夺政策,另一方面,它又不能完全摆脱对美国的经济依赖。70年代以来,两国在债务、贸易、移民、中美洲政策等问题上存在着一系列分歧,并不断产生摩擦,这在很大程度上影响了两国关系的进一步发展。1988年12月萨利纳斯就任墨西哥总统后,墨西哥政府作出很大努力,以改善与北方邻国的关系。1年多来,双方通过各种途径探讨了两国间存在的主要问题以及克服分歧、消除摩擦的措施。目前,尽管墨美两国关系中还存在种种问题,但两国正从对话和理解中走向更多的合作。
Mexico is the only Latin American country bordering the United States, with a border of more than 3,200 kilometers. For a long time, Mexico and the United States have both obvious differences and numerous ties in politics, economy, history and society. On the one hand, Mexico opposes and condemns the U.S. policy of hegemonism and economic plunder imposed on it On the other hand, it can not completely get rid of the economic dependence on the United States. Since the 1970s, there have been a series of differences between the two countries on issues of debt, trade, immigration and Central American policies, and their continued friction has greatly affected the further development of the relations between the two countries. After Salinas took office as president of Mexico in December 1988, the Mexican government made great efforts to improve its relations with its northern neighbors. In more than a year, both sides have discussed through various channels the major problems existing between the two countries and the measures they have taken to overcome their differences and eliminate friction. At present, despite the problems still existing in the relations between Mexico and the United States, the two countries are moving toward more cooperation from dialogue and understanding.
