以“开发扶贫、生态建设、人口控制”为三大主题的毕节试验区建立以来,全区经济、政治、文化、社会的发展突飞猛进,取得了辉煌的成就,民生问题也得到进一步改善。但是由于受到各种主客观因素的影响和制约,改革开放的成果在惠及全区人民的问题上还存在不少缺点和不足。如何将毕节试验区改革开放的成果进一步惠及全区人民,进而推动毕节试验区的科学发展、协调发展、可持续发展和和谐社会建设,依然是各级党委、政府、各级、各部门面临的一个重要课题。
