The Fourth Plenary Session of the 18th CPC Central Committee proposed the establishment of a constitutional oath system and pointed out that “all state employees who have been elected by the NPC and its standing committee or who have decided to appoint their workers shall make an oath to the constitution publicly.” An oath to the constitution is an important form of fostering constitutional beliefs and establishing constitutional authority. However, there is a process of internalizing the mind and externalizing how to swear the constitutional law and moral restraint on public officials. On July 1, 2015, the 15th meeting of the 12th NPC Standing Committee voted with a resolution of 153 votes in favor, none against and 2 abstentions.
