国家自然科学基金项目(以下简称基金项目)全程管理包括前期和后期两个阶段。前期是指从申请受理、评审到批准阶段,后期是从批准到项目结束阶段。纵观两个阶段的管理,国家自然科学基金委员会(以下简称科学基金会)通过多年的探索与实践,不断完善、充实,已形成了一整套行之有效的管理办法和科学的管理制度。特别是建立了遍及全国、学科齐全和老、中、青相结合的同行专家评议系统,每个学科都组建了知名度较高、公正的学科专家评审组,充分发扬了“依靠专家、发扬民主、择优支持、公正合理”的评审原则,确保了基金项目资助的公正性、民主性和权威性,是我国目前各类科研项目管理中运用竞争机制较好的范例,在全国享有较高的信誉,特别是赢得了广大科技工作者的普遍重视和称赞,基层单位
