第一条为发展散装水泥,提高社会经济效益,减少环境污染,根据国家有关规定,结合本省实际情况,制定本规定。第二条凡在本省行政区域内从事水泥生产、经销、运输、使用和管理的单位和个人均应当遵守本规定。第三条散装水泥的管理,应当坚持全面规划、统一管理的原则。第四条省散装水泥行政管理部门负责全省散装水泥管理工作,并组织实施本规定。市(行署)、县人民政府指定的部门负责散装水泥管理工作,并接受上一级散装水泥行政管理部门的业务指导。第五条各级散装水泥行政管理部门在同级政府的领导下行使下列职责:
Article 1 For the development of bulk cement, increase social and economic benefits and reduce environmental pollution, this Regulation is formulated in accordance with relevant state regulations and in the light of the actual situation in the province. Article 2 All units and individuals engaged in the production, distribution, transportation, use and management of cement in the administrative area of this province shall abide by these Provisions. Article 3 The management of bulk cement shall adhere to the principle of overall planning and unified management. The fourth provincial bulk cement administrative department in charge of the province’s bulk cement management, and organize the implementation of these provisions. The municipal (administrative department) and the county government appoint the department in charge of bulk cement management and accept the operational guidance of the bulk cement administrative department at the next higher level. Article 5 Bulk cement administrative departments at all levels shall exercise the following duties under the leadership of the same level of government:
