日前,中共中央颁布实施《中国共产党党校工作条例》,将此前“党校学历可以享受同等国民教育的有关待遇”的规定删去。《南方都市报》10月8日发表社论指出,多年来,党校文凭能否获得正式认可,一直存在争议。党校学历教育的合法性长期悬而未决,是造成这种局面的制度根源。学历教育必须经过教育行政主管部门的批准和认可,而党校学历教育一直处于行政认可之外。因此严格意义上的党校培训和教育,只能是执政党内部的一个培训机构,而不能超越法规许可面向社会开展
Recently, the Central Committee of the Communist Party of China promulgated the “Regulations on the Work of the Communist Party Schools in the People’s Republic of China,” and deleted the previous rule that “Party school education can enjoy the same treatment as education of the people”. An editorial in the Southern Metropolis Daily published on Oct. 8 pointed out that over the years, whether party school diplomas can be officially recognized has been controversial. The legitimacy of academic education at party schools has long been left unresolved, which is the institutional root cause of this situation.
