财政预算是政府调控社会经济运行的重要杠杆,预算管理规范化、法制化是政府依法理财的重要体现。近几年来,北京市的预算管理制度改革取得了很大的进展,与传统的预算管理相比,在许多方面实现了较大的突破和创新。让社会各界一目了然按照国务院、市委、市政府的部署,翟鸿祥副市长在2000年9月8日全市部门预算工作会议上明确提出:
