随着生态文明建设上升到国家战略、城市规划走向城乡规划,城镇建设区以外地区的规划管理向标准化、法制化转变成为一个迫切需要解决的问题。但是,目前该类地区的规划管理体系还未建立,而且该类地区规划管理的内容和机制与现有的规划管理体系并不相容。为此,成都市在生态隔离区内开展了一系列的探索,从区域资源条件和管理目标出发,围绕规划管理的手段和该类地区的特点,提出了规划管理的技术体系和核心内容,为类似地区的规划管理提供了重要的经验。
With the construction of ecological civilization rising to the national strategy, the planning of urban planning goes to the planning of urban and rural areas, and the planning management of areas outside the urban construction zone has become a pressing issue that needs to be resolved urgently. However, at present, the planning and management system of such areas has not been established yet, and the content and mechanism of planning and management in such areas are not compatible with the existing planning and management system. To this end, Chengdu has carried out a series of explorations in the ecological isolation zone. Based on the regional resource conditions and management objectives, the technical system and core contents of planning management are put forward based on the planning and management methods and the characteristics of such regions. Planning management in similar areas provided important experience.
