近年来,教育界对中小学领导体制的弊端议论很多,认为现行的党支部领导下的校长分工负责制,已经越来越不适应中小学教育工作。主要表现是学校工作事无巨细都要经过领导班子讨论决定,校长职责不清,工作效率低;有些学校支部书记和校长互相扯皮,影响正常工作;干部和教师端“铁饭碗”,吃“大锅饭”,干多干少一个样,挫伤教职工的积极性。针对这些弊端,不少地方着手改革,进行校长负责制的试点。
In recent years, there have been many discussions on the malpractice of the leadership system in primary and secondary schools by the education sector. They think that the responsibility system for division of work under the leadership of the current party branches has become increasingly unsuited to primary and secondary education. The main manifestation is that the work of a school should be discussed and decided by the leading body in no particular order. The responsibilities of principals are unclear and the work efficiency is low. Some school branch secretaries and principals vouch for each other and affect normal work. Cadres and teachers end up in “iron rice bowls” "Doing more and doing less like this, dampening the enthusiasm of staff. In response to these shortcomings, quite a few places have embarked on reforms and piloted the principal’s responsibility system.
