基于实证数据,以阿马蒂亚·森的可行能力视角为分析框架,构建贫困家庭发展能力体系,探讨贫困家庭灾难性卫生支出的影响因素,可以发现:家庭经济条件、家庭发展机会、信息获取、社会支持系统都对贫困家庭灾难性卫生支出起显著的影响作用。从家庭发展能力建设入手调整医疗救助政策是其发展完善的一个方向,在医疗救助政策的改革调整中,仍然需重视对受助对象的经济资助,在此基础上,增加家庭健康教育、加强医疗救助信息公开机制建设、促进医疗救助效能提升是医疗救助调整完善的重要内容。
