国有企业是中国国民经济的主要支柱,是社会主义市场经济的主导力量,是全面建设小康社会的生力军,也是构建社会主义和谐社会的核心内容和重要物质基础。加强和改进国有企业党建工作,是坚持党对国有企业政治领导和巩固社会主义制度的重要保证,是促进企业改革和建立现代企业制度的迫切需要。这不仅是一个重大的经济问题,而且是一个重大的政治问题。随着国有企业改革改制的深入,国企在所有制结构、资产结构、人员流动等方面正发生着巨大的变化,这对维护企业的稳定、发展,巩固党在企业的政治核心地位提出了新的课题。为此应加强党对国有企业的政治领导,充分发挥国企党组织的战斗堡垒作用,充分发挥广大国企党员的先锋模范作用,依靠和调动国企广大党员、职工的积极性和创造性,实现国有企业健康发展,为构建社会主义和谐社会奠定物质基础。
State-owned enterprises are the mainstay of China’s national economy, the leading force in the socialist market economy, the new force in building an overall well-to-do society, and the core and important material basis for building a harmonious socialist society. To strengthen and improve party building in state-owned enterprises is an important guarantee for upholding the party’s political leadership over state-owned enterprises and for consolidating the socialist system. It is an urgent need to promote enterprise reform and establish a modern enterprise system. This is not only a major economic issue but also a major political issue. This is a new issue for maintaining the stability and development of the enterprise and for consolidating the party’s political centrality in the enterprise . To this end, the party should strengthen its political leadership over state-owned enterprises, give full play to the role of the fighting corps of the state-owned enterprises and give full play to the vanguard and exemplary role of the majority of state-owned enterprises and rely on and mobilize the enthusiasm and creativity of the vast majority of party members and workers in state-owned enterprises to achieve the sound development of state-owned enterprises , Lay the material foundation for building a harmonious socialist society.
