国际货币基金组织和世界银行在华盛顿联合召开的1980年年会是历届年会中一次中等规模以上的会议,这个年会又一次使那些迫切希望“一个新的国际秩序”的人们感到失望。在今天这个百孔千疮的世界里,我们对很多令人失望的事情早已习以为常了。布雷顿森林会议后,对国际金融体制所进行的根本改革并未取得任何成果,作为经济学家,我们是否应当由此而引以为憾呢?我想大可不必。我这样说,是因为我相信我代表了极大多数美国经济学家的看法,不论他们的政治主张如何。
The 1980 annual joint meeting of the International Monetary Fund and the World Bank in Washington was a mid-scale conference in previous annual meetings, and once again disappointed those who long for “a new international order.” In today’s riddled world, we have become accustomed to many disappointments. After the Bretton Woods Conference, did not any achievements be made in the fundamental reforms to the international financial system. Should we as regulators, as an economist, regret it? I do not think so. I say this because I believe I represent the views of the great majority of U.S. economists, regardless of their political opinions.
