失土农民是我国城市化进程中出现的一个特殊的、具有历史阶段性特征的社会阶层。研究新形势下失土农民的社会养老保险问题,不仅是全面建设小康社会的需要,更是建设和谐社会和社会主义新农村的迫切需要。本文分析了目前宁波市失土农民的社会养老保险现状,并与杭州、嘉兴、衢州等城市进行比较,进而提出进一步完善失土农民社会养老保险的路径选择,以及政府的职责和应发挥的作用。
The lost peasants are a special social stratum with historical features appearing in the process of urbanization in our country. Studying the problems of social endowment insurance for lost peasants under the new situation is not only the need of building an overall well-to-do society, but also the urgent need of building a harmonious society and a new socialist countryside. This paper analyzes the current situation of social endowment insurance for the lost-land farmers in Ningbo and compares them with the cities of Hangzhou, Jiaxing and Quzhou, and then proposes the ways to further improve the social endowment insurance of the lost peasants, as well as the government’s responsibilities and the role it should play .
