2008年10月30日,第13届国际反腐大会首次提出人权反腐的新思路,即人权方法有助于消除腐败,人权机制可以向受腐败影响者提供救助方法,人权运动应与扫除腐败运动加强合作;鉴于腐败对弱势和边缘群体的人权会产生巨大影响,应进一步强调提高他们参与剔除腐败战略的必要性。1因此,反腐权就是将公民的参政权、知情权及信息自由、新闻自由等方面的权利整合
