近些年来,政府公司化现象一直在不可遏制的发生着,地方政府具有了公司的许多特征,政府官员像董事会成员那样行动。常常,政府作为一个“公司”,只以追求经济增长为最高目标,以GDP为营业额,财政收入为利润。似乎只要经济指标攀升了,政府也就成为一个成功的政府了。在这种理念指导下,长期以来,我们的政府只以经济为惟一主导目标,忽略了其维护社会公平的公共职能,隐藏了经济增长所牺牲的环境代价,虽然二十几年来取得了举世瞩目的成就,但民众的幸福感并不随之与日俱增。在某种程度上讲,经济增长所带来的只是为富人锦上添花,而不是为穷人雪中送炭。
In recent years, the phenomenon of government corporatization has been unchecked. Local governments have many characteristics of the company. Government officials act like board members. Often, the government as a “company” only pursues economic growth as the highest goal, with GDP as its turnover and its fiscal revenue as its profit. It seems as long as economic indicators have climbed, the government has become a successful government. Under the guidance of this concept, for a long time our government has assumed the sole dominant goal of economy, neglected its public functions of maintaining social fairness, and hidden the environmental costs sacrificed by economic growth. Although it has gained worldwide attention in the past two decades Achievements, but people’s happiness does not increase with each passing day. To some extent, what economic growth has brought is to add to the rich rather than to the poor.
