2003年初,为建立集中统一的交通管理体制,整合首都交通资源,充分发挥交通在促进首都经济和社会发展中的作用,北京市委市政府决定组建北京市交通委员会,同时决定撤销北京市公路局和市铁路道口安全管理办公室,组建北京市路政局,北京市路政局是负责北京市道路(含公路)、桥梁、轨道和铁路道口安全等交通基础设施管理的行政机构。北京市路政局的组建充分反映了市委、市政府建设现代化北京,实现城乡交通一体化的发展思路。这一管理体制的改革,是城市管理工作的一项有益探索,也给北京市交通发展带来了新的发展机遇。

The establishment of the Beijing Municipal Bureau of Roads and Municipalities fully reflects the development ideas of municipal government building a modernized Beijing and urban-rural traffic integration. The reform of this management system is a useful exploration of urban management and brings about new development opportunities for the transportation development in Beijing.
