根据《面向２１世纪教育振兴行动计划》关于重点建设５０个职业教育专业教师和实习指导教师培养培训基地的精神，教育部决定１９９９年至２０００年期间分三批遴选确定５０个全国重点建设职业教育师资培训基地，并于１９９９年１１月６日发出了《关于公布首批全国重点建设职教师资培训基地名单的通知》，同时公布了天津大学等２０所学校为首批全国重点建设职业教育师资培训基地。 为了积极支持和配合全国重点建设职教师资培训基地的建设工作，努力提高办学质量，充分发挥办学效益，为建设一支全面推进素质教育的高质量的职业教育师资队伍作出贡献，根据教育部职成教司有关领导的指示精神，《中国职业技术教育》杂志从本期开始提供一定的黑白版面和彩色插页，专门用于全国重点基地的宣传报道。请各重点基地尽快将有关材料寄送《中国职业技术教育》杂志编辑部，以便提前安排版面。
