【政策背景】近年来,北京为促进文化消费进行了系列探索,包括举办惠民文化消费季、发放文惠卡等。2015年初,北京出台我国首个地方促进文化消费意见——《关于促进文化消费的意见》,系统梳理了文化消费的要素链,着眼于消费能力、消费意愿、消费习惯,从消费供给、消费理念、消费行为、消费业态、消费空间五方面入手,立足首都城市战略定位,全方位、立体化地对文化消费加以扶持和引导。
Policy Background In recent years, Beijing has conducted a series of explorations to promote cultural consumption, including the hosting of the Huimin Cultural Consumer Season and the issuance of Wenhui Cards. In early 2015, Beijing introduced the first local Opinion on Promoting Cultural Consumption - “Opinions on Promoting Cultural Consumption”. It systematically explores the elements of cultural consump- tion and focuses on spending power, willingness to consume and consumption habits. From the perspective of consumer supply and consumption , Consumer behavior, consumer format, consumer space, and based on the strategic positioning of the capital city, comprehensively and stereoscopically support and guide cultural consumption.
