国防工程作为国家综合防御能力的重要组成部分,战时是抵御敌人进攻、保障稳定、保存有生力量的重要物质基础。当前,一些地区从关心国防的大局出发,军地双方在贯彻《军事设施保护法》、探索国防工程维护管理上,取得了不少成功的经验。但在某些地区,某些单位和个人只顾眼前利益、个人利益,损害国防工程的现象还时有发生,有的地方还非常严重,这不能不引起我们的高度重视。过去,我们国家在那样艰难困苦的条件下,还能勒紧裤腰带,万众一心,建成了“地下长城”。现在,如果经济发展了,国防工程反而被破坏了,那就不符合科学发展观要求。本栏针对这一问题,刊发一组来自山东省潍坊市的稿件,希望各地在贯彻落实《军事设施保护法》上狠下功夫,真正把这一“生命工程”建设好、维护好。
