党员权利是党内民主建设的基本内容,有着其独特的形成、发展和完善的渐进过程。研究其发展过程并发现存在的问题,对于今天党员权利的顺利行使具有重要的意义。从中国共产党历次全国代表大会召开的过程及成果来看,党员民主权利发展中曾出现过主观意识偏差、党内规章制度欠缺两个明显的问题。因此,笔者认为应该从主观认识和制度建设两个方面来考察党员权利的有效保障,正确理解党的民主集中制原则,健全党内规章制度。
Party members’ rights are the basic contents of inner-party democracy construction and have their own unique gradual process of formation, development and improvement. Studying its development process and discovering the existing problems are of great significance to the smooth exercise of the party members’ rights today. From the process and achievements of the previous National Congress held by the Communist Party of China, there have been subjective consciousness deviations in the development of party members’ democratic rights, and there are two obvious problems in the lack of rules and regulations in the party. Therefore, I believe that we should examine the effective protection of the rights of party members from the two aspects of subjective understanding and system construction, correctly understand the principle of democratic centralism of the party, and perfect the rules and regulations of the party.
