当前在进行国民经济结构战略陛调整和重组的过程中,中小企业生存与发展问题日益突出,受到多方面的束缚和阻碍,迫切需要政府给予必要的扶持帮助,为中小企业开辟新的生存空间。而中小企业能否顺利发展,直接关系着国民经济运行质量的好坏,直接关系到经济大局和社会稳定。因此,从宏观和微观层面上,探析制约中小企业发展的主要矛盾并找出对策,无疑具有重要的现实意义。
