國務院(55)國二文林字第四一號通知:‘目前各地對電影院、劇場的管理,很不一致。有些地方由文化部門統一管理,有些地方文化部門祇在放映電影和上演劇目方面進行監督;有些地方文化部門根本沒有管,而由別的部門主管。這種管理系統上的混亂現象,不符合中央“統籌兼顧,全面安排,分行分業,歸口包乾”的方針,不利於對私營工商業進行社會主義改造,也妨礙了國營影院和劇場在經營管理上的改進,必須加以改進。現在對電影院和劇場的管理,作如下規定,希各地通知所屬執行:一、各地國營和私營電影院和劇場應統一歸口由當地文化行政部門管理,沒有文化局或文化科的地方,由文教局或文教科管理。二、各地公安、工商、稅務等部門對當地的電影院和劇場,只在有關業務範圍內進行管理,如核發工商業營業執照、戶口管理,維持院場秩序和社會治安,徵繳稅款等等。在進行這些工作時,當地文化部門應給以協助。’我省各市、專、縣電影院、劇場大部分是由當地文化主管部門管理,但有個別城市如忻縣人民影
