近年来,尽管各级政府对卫生事业的实际投入连年有所增长,卫生部门的业务收入也不断增加,但是由于医疗成本和人员开支增幅较大,医疗卫生劳务价格体系尚未理顺,加之长期在计划经济体制下形成的思维定式的束缚,使得县域卫生事业的生存与发展受到严重的冲击。如何顺应市场经济,摆脱县域卫生发展的困境?这是摆在我们每一个县域卫生工作的领导者面前的一项重要的研究课题。
