在我市2002年的消费品零售总额中,县及县以下的消费品零售额完成92800万元,比上年增长7.33%,比城市消费品零售额的增速低3.37个百分点,占消费品零售总额的比重仅为14.62%。与农村人口占全市人口比重48.94%相比。相差悬殊,因此启动和开拓农村市场。是促进我市国民经济持续快速发展的重要举措。一、农村市场低速增长的主要因素党的十一届三中全会以来,农村的产业结构不断地进行合理的调整。农村经济持续发展,农民的生活水平逐年提高,农民在解决了温饱之后。逐步向其他商品消费,2002年县及县以下消费品零售额比1996年增长37.75%,平均每年以5.48%的速度增长,但与城市平均每年以11.48%的增速相比,仍有很大差距。具体表现在:
