连年翻番的“江宁速度”仅仅在几年前,江宁还是江苏省一个中等偏下的县。1995年,江宁县的GDP是54亿元,财政收入2.7亿,利用外资只有5000万美元多一点。但到2002年,江宁的GDP实现135.7亿元,人均GDP进入全省十强;财政收入22.01亿元,列全省第7位;实际利用外资4亿美元,列全省第5位。目前,江宁区已累计合同利用外资30亿美元,实际利用外资18亿美元,外资企业1470多家。原来一个仅9.8平方公里的小县城,如今已拓展为70平方公里的南京新市区。而江宁下一阶段的奋斗目标更是让人吃惊:第一步,到2005年实现GDP270亿元,人均GDP4300美元,财政收入70亿元,农民人均纯收入5600元,力争实现全面小康目标,为进入苏南“第一方阵”作好充分准备;第二步,到2007年实现GDP440亿元,财政收入120亿元,跻身苏南“第一方阵”;第三步,到2010年,实现GDP555亿元,人均GDP8600美元,争取基本实现现代化。到过江宁的人们都会不由自主地问:这样的速度,究竟从何而来?
Doubles year after year “Jiangning speed ” Only a few years ago, Jiangning is a middle-lower counties in Jiangsu Province. In 1995, Jiangning County’s GDP was 5.4 billion yuan, its fiscal revenue was 270 million yuan, and its foreign investment was only 50 million U.S. dollars. However, by 2002, Jiangning achieved a GDP of 13.57 billion yuan and its per capita GDP has entered the top 10 of the province. Its fiscal revenue reached 2.201 billion yuan, ranking the 7th in the province. The foreign capital actually utilized was 400 million U.S. dollars, ranking the 5th in the province. At present, Jiangning District has accumulated a total of 3 billion U.S. dollars in contractual foreign capital, 1.8 billion U.S. dollars in foreign investment, and 1,470 foreign-funded enterprises. The original one only 9.8 square kilometers of small town, now has expanded to 70 square kilometers of Nanjing new urban area. The next phase of Jiangning’s goal is even more surprising. The first step is to achieve a GDP of 270 billion yuan and a GDP per capita of 4,300 U.S. dollars in fiscal 2005 with a fiscal revenue of 7 billion yuan and a per capita net income of 5,600 yuan. We will strive to achieve the goal of overall well-to-do. The second step is to achieve a GDP of 44 billion yuan and a fiscal revenue of 12 billion yuan by 2007, ranking among the southern Jiangsu “the first phalanx”. The third step, By 2010, China will achieve a GDP of 555 billion yuan and a per capita GDP of 8,600 U.S. dollars, striving for the basic realization of modernization. People who have been to Jiangning will involuntarily ask: such speed, what exactly come from?
