5月20日,两艘悬挂着中国国旗的远洋科学勘探船从广州出发,前往万里之外的东太平洋海域进行对海底矿产资源的勘探,这一被称为“为下世纪的中国寻找资源战略储备”的重大举措是由国家海洋局、地质矿产部、冶金工业部和中国有色金属工业总公司联合发起组织的,它意味着我国将以一种更加主动的态度,积极参与到国际社会对大洋海底——这一地球上最后一块尚未被开垦的处女地的开发中去。 深海海底——一个正日益浮出海面的聚宝盆 如果所有沿海国家都依据《联合国海洋法公约》的有关规定,地球上国家管辖范围以外的国际海底区域面积约为2.52亿平方公里,占地球表面的49%。这一广阔的区域内包容了国家权益、经济利益、全球环境、科学研究和技术开发等当今世界发展必将面临的一些重大问题。
