发票被称为“第二钞票”,因为我国实行“以票控税”的税收征管模式,所以发票在日常业务运营活动中发挥了举足轻重的作用。但是随着教育行业的迅猛发展,教育企业因为行业特殊性在发票使用和管理中存在的问题也日益突出,亟待改善。笔者建议首先加强发票的法制化建设,做到有法可依和征信管理,增加发票违法成本,震慑发票违法犯罪。同时树立企业领导纳税思想,健全企业内部监督管理制度,强化全民发票管理意识,加速发票的智能化建设,推广区块链电子发票,实现发票无纸化智能税务管理,从制度、意识和智能化三方面着手尽快提升教育企业发票管理水平
