当前,城市职工大量下岗,农村剩余劳动力不断增多。面对这严重的失业和下岗问题,如何治理是新世纪的热门话题。本文就治理失业中出现的问题谈几点思考。一、当前失业治理中的几点误区误区之一。面对失业过程中城乡就业矛盾的冲突,许多地方政府把外来劳动力,特别是农村劳动力看作是城镇职工就业的竞争对手,从而制定了一系列排斥和歧视农村人口就业的政策。例如,通过加大各种收费来阻止农村劳动力向城镇转移;明确规定诸多岗位不允许雇用外地劳动力;以“再就业工程”名义,通过奖罚手段诱导企业用本地下岗职工替代外来劳动力;某些部门直接清退农民临时工来安置下岗工人等。而事实上农村劳动力与城镇劳动者的就业领域在很大程度上并不重合,所以这些政策不仅不利于劳动力市场发育,也无助于降低城市的
