重庆港1994年创利近90万元,实现职工人均收入5000余元,使企业走出困境,扭亏为盈,打了一个漂亮翻身仗。重庆港的主要经验有5条:(1)全心全意依靠职工,企业的重大改革方案和管理规定、措施,都通过职代会讨论并作出决议,让广大职工了解其目的要求,理解企业的困难,增强了凝聚力,为各项工作顺利开展奠定了基础。(2)领导分工负责,有职有权,敢动真格,敢于碰硬。(3)精简机构,裁减冗员。局机关处室由33个减为21个,正副处长由55名减为26名,机关人员由454名减为200余名。
