美国行政保护主义可以分为有约束力和无约束力的行政保护主义两种类型。无约束力的行政保护主义实现的核心是战略威慑,其目的在于不战而实现贸易保护主义。有约束力的行政保护主义可以分为技术路径保护主义和政治路径保护主义。对美国行政保护主义的类型进行分析,有助于我们洞察美国政府贸易政策的制定与调整规律,以期预测、规避与化解美国对华贸易保护主义。
American administrative protectionism can be divided into binding and non-binding forms of administrative protectionism. The core of non-binding administrative protectionism is strategic deterrence, which aims to bring about trade protectionism without fighting. Binding administrative protectionism can be divided into technical path protectionism and political path protectionism. An analysis of the types of U.S. administration protection helps us to gain insight into the rules governing the formulation and adjustment of the U.S. government’s trade policies so as to anticipate, circumvent and resolve U.S. trade protectionism.
