自1896年修建了海河防潮闸以来,每逢干旱年份,上游淡水来源枯竭,海水不断侵入海河,造成淡水污染,影响工农业用水,迫使每年在海河干流临时打坝蓄水,到了汛期又仑促拆坝,以利泄洪。年复一年不但浪费了大量的人力和资金,而且还造成海河干流的淤积。为此天津市政府决定距入海口30多公里处的东泥沽村东修建海河二道闸。工程于1984年8月动工,1985年12月竣工。建设者们冒着严寒酷暑奋战了500个日日夜夜,建成了一座能泄1200流量的枢型工程(包括船闸和公路桥等)。水闸不但起到保护水质、汛期泄洪的作用,而且使海河干流航道得到充分开发,并沟通了南北交通,为天津市新工业区的开发建设、发展旅游事业创造了有利条件。

The sluice not only serves to protect the water quality and flood discharge during the flood season, but also fully exploits the channel of the mainstream of the Haihe River and communicates with the north and south traffic. This has created favorable conditions for the development and construction of the new industrial zone in Tianjin and the development of tourism.
