社会性企业是以企业化运营的非赢利性组织,是处于企业与非赢利组织之间的中间形态组织。发展社会性企业既可以吸收社会弱势群体就业,又可以向社会弱势群体提供社会服务,是帮助社会弱势群体的有效途径。党的十七大再一次重申要推动建设和谐社会,要建立覆盖全社会的社会保障体系。是否可以用发展社会性企业的方式来完善和补充社会保障体系,是值得探讨的问题,为此我们有必要借鉴意大利发展社会性企业的经验。
Social enterprise is a non-profit organization that is operated by enterprises and is an intermediate organization between enterprises and non-profit organizations. The development of social enterprises can both absorb the employment of the social vulnerable groups and provide social services to the socially disadvantaged groups, which is an effective way to help disadvantaged groups in the society. The 17th National Congress of the CPC once again reiterated that we must promote the building of a harmonious society and establish a social security system that covers the entire society. Whether it is possible to improve and supplement the social security system with the way of developing social enterprises is worth discussing. Therefore, it is necessary for us to draw lessons from the experience of developing social enterprises in Italy.
