本文根据我国现有企业技术改造工作存在的投资总量在全社会固定资产投资中的比重低、科研经费不足、技改资金来源缺乏 ,技改投资用途高新技术含量低、国企改革尚未彻底到位影响技改积极性、现行科研体制阻碍科技人员进一步发挥作用以及宏观调控缺乏力度、法律法规尚未建立健全等一系列问题 ,提出了应进一步认识技改工作的重要性 ,加强技术改造的宏观指导和微观建设 ,建立有利技术改造的多种形式的融资体制 ,以“质量、品种、效益和替代进口”为技改方向 ,加快国企改革、建立健全企业技术创新机制 ,坚持产、学、研一体化道路 ,建立鼓励技术投入的各项制度等措施 ,以解决我国技术改造多年来欠账太多、贻误国企改革和我国的经济建设等问题。使技术改造成为企业生命不息、奋斗不止的自觉行为
