为了加强农业转基因生物安全管理。保证人体健康和生物的安全,保护生态环境,促进农业转基因生物技术的研究。2001年5月9日,颁布了中华人民共和国国务院令第304号。为了更好地贯彻执行《农业转基因生物安全管理条例》,加强我市转基因水生生物安全监督管理工作,保障公众和基因工程工作人员的健康,防止食品和环境污染,维护生态平衡,有必要制订我市转基因水生生物安全监督管理工作措施,组织力量开展和做好这项工作。
