党的十五大提出,党领导人民的基本方略就是广大人民群众在党的领导下,依照宪法和法律,通过各种途径和形式管理国家事务。党的十六大则提出,要把依法治国作为党领导人民治理国家的基本方略。十八大以来,以习近平为总书记的党中央从实现中国治理体系和治理能力现代化的高度提出了依法治国这一重大战略部署。依法治国关系到国家的长治久安,只有坚持在党的领导下,推进依法治国,才能保证社会的稳定,才能保证中华民族伟大复兴的中国梦得以实现。
The 15th CPC National Congress proposed that the party’s basic strategy of leading the people is that the majority of the people, under the leadership of the party, administer state affairs through various channels and forms in accordance with the Constitution and laws. The 16th CPC National Congress put forward the principle of governing the country according to law as the basic strategy for the party to lead the people in governing the country. Since the 18th CPC National Congress, the party Central Committee with Xi Jinping as general secretary has put forward the major strategic plan of governing the country according to law from the perspective of realizing the Chinese governing system and the modernization of governance capacity. Ruling the country by law is related to the country’s long-term peace and stability. Only by persistently adhering to governing the country according to the law under the leadership of the party can the stability of the society be guaranteed and the Chinese dream of ensuring the great rejuvenation of the Chinese nation can be realized.
