多年来,社会治安和青少年及青少年犯罪问题,一直是人们所热切关心的问题,而其中影响最大,范围最广,紧紧困扰着人们的则是青少年犯罪。 一、青少年犯罪占相当大比例,全党、全社会必须引起高度重视 青少年犯罪,近几年来,不光是在我们国家呈上升趋势,而且在别国,乃至全世界都呈发展趋势。犯罪活动的猖獗,犯罪率的上升,使得西方一些国家束手无策,视为“不治之症”,抑制和预防青少年犯罪已经刻不容缓。 我们从社会主义法制的角度,经过长期的探索,提出一整套社会治安综合治理的决策,以预防和减少青少年犯罪。
Over the years, social order and the problem of juvenile delinquency have always been a matter of great concern to the people. Among them, juvenile delinquency is the most influential and the broadest in terms of population. First, as juvenile delinquency accounts for a large proportion, the whole party and the whole society must arouse great attention to juvenile delinquency. In recent years, not only has the trend of upward trend been shown in our country, but also in other countries and even in the world. The rampant criminal activities and the rising crime rate have left some countries in the West feeling helpless and treating them as “incurable diseases.” It is imperative to curb and prevent juvenile delinquency. From the perspective of the socialist legal system, after a long period of exploration, we have come up with a set of policy decisions on the comprehensive management of public order so as to prevent and reduce juvenile delinquency.
