中央人民政府卫生部李德全部长关于第一届全国卫生会议向政务院所作的报告和贺诚副部长在该会议上的总结报告,提出了我国人民卫生工作的正确方向。这个方向,概括地说,就是「面向工农兵」。为了实现这个方向,在业务方针与工作方法上,就要以「预防为主」;在力量的组织、动员与使用上,就要「团结中西医」。要实现这个方向,虽然还一定要经过很艰苦的工作,但是,一切愿为人民服务的卫生医药工作者都应该有信心来实现它。当然,卫生工作的改革,和其他社会文化事业的改革工作一样,应有步骤地、谨慎地进行。我们要按照毛泽东同志在中共三中全会上的报告中所说的,要「争取一切爱国的知识分子为人民服务」。「在这个问题上,拖延时间不愿改革的思想是不对的;过于性急、企图用粗暴方法进行改革的思想也是不对的。」近十余年来,在我国人民革命战争中,老解放区的卫生工作者,始终坚持了为工农兵服务的方向,有了伟大的成绩,特别是在人民解放军的卫生工作者中,积累了相当丰富的经验,出现了许多英雄和模范人物,创造了许多可歌可泣的英雄事迹。因此,「面向工农兵」,在老解放区的卫生
