流动就业人员社会保险关键问题之一是社会保险跨地接续问题。流动就业人员具有收入低、流动性强等特点。目前,我国各大城市没有很好解决流动就业人员跨地接续问题,主要影响因素有:缺少法律、城乡二元经济社会结构、财政体制、不合理的规定、全国没有统一的信息管理系统。解决流动就业人员跨地接续难的问题可从制度上、管理上、模式设计上来提出对策,最后设计出流动就业人员社会保险跨地接续的办法。
One of the key issues of social insurance for migrant workers is the problem of cross-border social insurance. Migrant workers have the characteristics of low income and strong liquidity. At present, major cities in China do not properly solve the problem of cross-border migration of migrant workers. The main influencing factors are: lack of law, dual economic and social structure in urban and rural areas, fiscal system and unreasonable provisions, and there is no unified information management system in China. To solve the problem of migrant workers inter-connecting difficulties, we can put forward countermeasures from the aspects of system, management and model design. At last, we design the way of migrant workers social insurance to be connected in succession.
