孔子在《论语·泰伯》里说:“不在其位,不谋其政。”可能许多人说不出这句话的准确出处,但这句话的影响却不小。农村实行家庭联产承包责任制以来,农民党员与基层党组织的关系发生了很大变化,而传统的管理方式并未得到彻底改革,农村党组织在党员教育管理方式上相对滞后。一部分农村党员,尤其是在农村不担任任何职务的党员不能很好地发挥作用,而这部分党员恰恰是在党员队伍中占有相当大的比例。这部分党员的理由往往是:“自己虽是党员,但无职无权,有事不便管”,只能“各种各的田,各挣各的钱”。近年来,在辽宁农村普遍展开的为无职党员“设岗定责”活动,正是发挥农村无职党员作用的一个有效途径。“设岗定责”活动增强了基层党组织的活力,激发了广大党员的积极性和创造性。孔子的话其实没错,只是一些人对“位”的理解太狭隘了。党员本身就是一种位,在其位当然要尽其责。在第三批先进性教育活动中,辽宁省农村为无职党员“设岗定责”活动已经扩展延伸为“设岗定责、服务群众、建设新农村”的先进性教育主题实践活动。目前,这一主题实践活动在辽宁农村正在蓬蓬勃勃地开展。

The “Assign Gang Definite Responsibility” activities have strengthened the vitality of the grass-roots party organizations and stimulated the enthusiasm and creativity of the majority of party members. Confucius’s words are actually correct, but some people’s understanding of “bit” is too narrow. Party members themselves are a bit, of course, to their full responsibility. In the third batch of advanced education activities, the campaign of setting posts for posts without posts in Liaoning’s rural areas has been expanded to include the practice of advanced nature education as “setting posts and responsibilities, serving the masses and building a new countryside.” At present, this theme activity is being vigorously carried out in rural Liaoning.
