管理是一门科学,更是一门艺术。机关单位和容易量化管理、考核的企业相比,有不同的特点,在机关单位中,如何行之有效地进行管理,使员工最大化地为单位贡献出自己的力量,使整个单位持续、高效运行一直是一个难题。本文拟从西方经济学中“理性人假设”原理的角度出发,粗浅探索如何通过有效的制度约束和制度激励,合理利用人类趋利避害的本性,引导员工的行为,使其个人利益和单位利益得到统一,让每一个员工在不自觉中,最大限度地为单位的总体目标作出贡献。
