针对我国小型农田水利工程运营管理中存在的工程老化严重、配套建设滞后、资金投入不足、运营监管不规范、运营管护主体缺失以及产权不明等问题,探索了小型农田水利项目在工程产权与运营管护主体确定、运营管理机制创新以及工程运营管理水平提升等方面的改进对策。研究可为我国小型农田水利工程项目的可持续发展及机制体制创新提供决策依据。
In view of the problems such as serious project aging, lack of supporting construction, inadequate capital investment, non-standard operation supervision, lack of main body of operation and management, and unclear property rights in the operation and management of small-scale farmland water conservancy projects in China, this paper explores the problems of small farmland water conservancy projects in project property rights and operation Management and maintenance of the main body to determine the operation and management system innovation and engineering operations and management to improve the level of improvement measures. The research can provide decision-making basis for the sustainable development of small farmland water conservancy projects in our country and the innovation of mechanism and system.
