陕南行署、各分区专署、各县(市)人民政府:一、方针和任务本省全境解放将近一年,新区社会秩序和人民生活已大体安定,各种建设和各项重要的社会改革已逐渐开始。陕北老区及黄龙半老区土地改革已经完成,战争创伤已得到某些恢复,因此广大群众迫切要求学习文化,要求学习生产技术,要求懂得政府当前各项重要政策,要求文化上翻身和思想上解放。为满足群众这一正当要求和更好的完成冬季各项建设任务,今年冬季在全省范围内开展一个冬学运动是十分需要的。今年冬学的方针:在土地改革已经完成的老区,应以文化教育为主结合生产教育与时事政策教育;在土地改革正在进行及土地改革尚未开始的新区,应结合当地当前的中心工作,进行时事与政策的教育,以提高群众的阶级觉悟和政治认识。如在土改地区应结合土改工作并为土改服务。同时对文化教育,尤其是识字教育,必须重视。害怕冬学工作妨害中心工作或把冬学工作看成与当前中心工作无关的观点都是错误的。冬学的学习内容分为文化与政治两种,进行教学时必须使两者很好的结合进行,进行文化课教学时必须充实其政治内容,进行政治教学时应结合识字教育。根据
