目前我省主要城市的租書鋪攤,仍存有不少反動的、淫穢的、荒誕的舊小說、舊連環畫、舊唱本和舊畫片,這些圖書,都是半封建、半殖民地的腐朽文化,也是目前帝國主義、蔣介石賣國集團、資產階級不法分子傳播封建階級和賫產階級的反動的腐朽思想和墮落無恥的生活方式,毒害和腐蝕廣大勞動人民、破壞國家的社會主義建設和社會主義改造事業的惡毒工具。為了保護人民尤其是青年、少年、兒童的身體和思想的健康,鞏固社會治安,保障社會主義的經濟建設和文化建設,對反動、淫穢,荒誕的圖書進行處理工作,是件十分迫切而又重要的政治任務。茲根據國務院關於處理反動的、淫穢的、荒誕的書刊圖畫的指示,結合我省具體情况擬訂處理反動、淫穢、荒誕圖書的計劃如下:一、我省反動的、淫穢的、荒誕的圖書租賃業概況我省此類圖書租賃業絕大部分集中在太原市,其他省轄市和個別縣也有,但為數不多。一九五一年太原市會對此類租書鋪攤出租的舊連環畫、舊小說,作過一次‘查禁’、‘暫許’、‘合格’的處
