针对汶川特大地震后大量农用地损毁、宅基地等集体建设用地抛荒、山地不宜人居的实际情况,笔者认为,搞好灾后重建,应当以科学发展观和正确用地观为指导,以城乡统筹、资源整合、自救互救、富民惠民为要求,大力开展生态移民工作,深入推进农村集体建设用地减少与城镇建设用地增加挂钩的试点工作,大力提升灾后重建的速度、水平和质量。
In view of the fact that a large amount of farmland was destroyed after the devastating Wenchuan earthquake and land for collective construction such as residential land was abandoned and mountainous areas were not suitable for human settlements, the author believes that to do a good job of post-disaster reconstruction, we should take the scientific outlook on development and the correct concept of land as guidelines, Resource integration, self-help and mutual aid, enriching people and benefiting people, vigorously carry out ecological resettlement work, and further promote the reduction of rural collective construction land and urban construction land use-related pilot projects to greatly enhance the speed, level and quality of post-disaster reconstruction.
