甘肃《档案》1989年1至3期,连载了方习之同志的《档房碎语》一文。(后简称方文)该文共分六个部分,其中第三、五部分分别谈及个人档案、名人档案和私人档案三个问题。笔者对方文的某些观点不敢苟同,下面谈谈我个人的一些看法。先看看方文对个人档案的认识。方文认为,档案学者给档案下定义时,总是只在定义中加上“个人”,而不为“个人档案”单独下一个定义。在他看来,要给“个人档案”下定义,至少有两个问题需要解决:“一、什么人才形成个人
