最近,劳动和社会保障部决定在全国部分省、市开展技师资格考评社会化管理试点。广东是全国七个试点省之一。技师、高级技师(以下统称技师)考评社会化管理,是我国步入社会主义市场经济体制之后,技师评聘制度的重大改革。我国的技师聘任制度是1987年6月6日经国务院批准,1987年6月20日由劳动人事部发布实施的。这项政策,对于稳定生产一线工人队伍,引导工人钻研业务技术,不断提高技术素质,发挥高级技术工人在生产和带徒中的作用起到了积极作用。然而,这种在计划经济体制下,靠行政指令、由企业自我考核的技师考评方式,在目前社会主义市场经济体制下,已不相适应。改革技师考评办法,实行社会化管理体制,是在社会主义市场体经济制下,企业深化改革,政府转变职能的客观要求,它有利于
Recently, the Ministry of Labor and Social Security decided to conduct a pilot program of socialization of technician qualification assessment in some provinces and cities across the country. Guangdong is one of seven pilot provinces in the country. The assessment of social management by technicians and senior technicians (hereinafter referred to as technicians) is a major reform of the technician appraisal system after China entered the socialist market economic system.
