该文运用文献研究法,对意大利长期护理政策改革失败的原因进行分析。通过探析发现,意大利长期护理改革失败的原因主要是蹩脚的联邦体制、领土及政策领域的“碎片化”、福利制度难以突破“路径依赖”和改革缺乏支持力度和持久性。意大利长期护理改革的失败启示我们,在今后我国构建和推行长期护理制度应注意以下四个方面:中央与地方政府权力界限合理化、推行长期护理政策注意弱化“碎片化”的程度、促进护理服务供给主体的多元化以及加强长期护理员队伍的建设。
This article uses the literature research method to analyze the reasons for the failure of long-term care policy reform in Italy. Through the analysis, it is found that the reasons for the failure of the long-term care reform in Italy are mainly the poor system of the federal government, the fragmentation of the territories and policies, the difficulty of the welfare system to break through, the lack of support and persistence of the reform. The failure of the long-term care reform in Italy enlightens us that in the future, we should pay attention to the following four aspects: to rationalize the power limits between central and local governments and to implement long-term care policies; to reduce the degree of fragmentation and promote nursing The diversification of service providers and the building of long-term care workers.
